Why is it that even though the power of the PSU exceeds the combined power of two miners, only one miner can run simultaneously and not both?

As some power supplies may have lower actual power output. The fact that the miner can run on your power supply alone proves that the miner is not the issue. The PSU's effective power should be greater than the miner's power, with the PSU having at least 80% of the effective power.
